On July 28th, the Department of Nature Reserve Management of the State Forestry and Grassland Administration held a special seminar on the proposal submitted by Shen Guojun, a member of the National Committee of the Chinese People's Political Consultative Conference, founder and chairman of Yintai Group, and executive chairman of the Taohuayuan Ecological Protection Foundation, to accelerate the legislation of nature reserves and encourage public participation in the governance of nature reserves.

The conference invited Yintai Public Welfare Foundation, Taohuayuan Ecological Protection Foundation, Social Welfare Protection Area Alliance and other units to solicit opinions widely on topics such as "social organizations participating in the governance of nature reserves".

For a long time, as a member of the Chinese People's Political Consultative Conference, Shen Guojun has actively fulfilled his duties, set an example, and been enthusiastic about various public welfare and charity undertakings such as ecological environment protection. Since 2018, member Shen Guojun has submitted proposals to the Chinese People's Political Consultative Conference for public welfare protection areas for three consecutive years. In 2018, he proposed that the country vigorously promote the construction of ecological protected areas; In 2019, he proposed the proposal of ecological conservation easement. The response from the Ministry of Natural Resources stated that "the suggestions of Member Shen Guojun are very constructive and practical. The Ministry of Natural Resources will actively promote the research on the legal system and related systems for the protection of servitude rights." During this year's National People's Congress and Chinese People's Political Consultative Conference, Member Shen Guojun actively provided suggestions on "exploring social participation models for public welfare governance, community governance, and joint governance. He suggested that administrative contracts can be used to encourage natural protected areas to be entrusted to social organizations or communities for management, and to encourage ordinary people to participate in the management of natural protected areas in the form of volunteers. Ecological environment protection is a systematic project that requires long-term investment and persistence.
