The Supreme People's Court has responded to Shen Guojun's proposal for the 2021 Political Consultative Conference

Recently, the Office of the Supreme People's Court responded to the proposal submitted by Shen Guojun, a member of the National Committee of the Chinese People's Political Consultative Conference and founder and chairman of Intime Group, at this year's National People's Congress and Chinese People's Political Consultative Conference, on further strengthening the governance of issues such as "new officials ignoring old accounts" and regulating administrative cooperation with enterprises. The response stated, "The issues reflected in the proposal have strong practicality, and the suggestions made are highly targeted. We fully agree with the proposal and will take measures to improve, perfect, and strengthen related work in the next step

Member Shen Guojun pointed out in the proposal that in recent years, there have been varying degrees of problems in the development of private enterprises, such as unfulfilled government commitments or agreements, delayed or even unfulfilled commitments, difficulties in executing government projects, and difficulties in receiving payments. In this regard, he suggested that the efficiency of trials and the enforcement of judgments in cases of "people suing officials" should be improved at the judicial level.

This proposal has received a positive response from the Office of the Supreme People's Court, pointing out that the next step will be to improve the issues reflected in the proposal from the following three aspects.

One is to strictly implement the filing and registration system, deepen the construction of a one-stop litigation service system, further smooth the channels for safeguarding litigation rights, accept various administrative litigation cases involving private enterprises in accordance with the law, and provide more efficient judicial services for private enterprises.

The second is to strengthen the trial of administrative cases involving enterprises, especially those involving investment promotion, franchising and other administrative agreement cases, to promote the government's trustworthiness and commitment, and effectively safeguard the legitimate rights and interests of the parties to the agreement and other stakeholders.

The third is to increase the enforcement of judgments. Courts across the country will firmly adhere to the goal of "effectively solving difficulties in enforcement" and continue to increase the enforcement of cases, ensuring that successful private enterprises and small and medium-sized enterprises can timely realize their rights and interests, and strive to create a more standardized legal business environment.

Shen Guojun stated that as a member of the National Committee of the Chinese People's Political Consultative Conference, he will continue to serve as a bridge and link between the government and the people, as well as between the government and enterprises, conveying the voice from the front line of enterprise management, conscientiously fulfilling the sacred responsibilities entrusted to him by the Party and the government, and promoting the healthy and sustainable development of the private economy.
