Two departments respond to Shen Guojun's proposal for the 2020 Two Sessions

Recently, the State Administration of Taxation and the Ministry of Emergency Management have successively responded to the proposal of Shen Guojun, a member of the National Committee of the Chinese People's Political Consultative Conference and founder and chairman of Intime Group, for the 2020 Two Sessions.

Among them, regarding Shen Guojun's proposal on further supporting the development of private enterprises, consolidating the "employment consumption" chain, and promoting economic recovery, the State Administration of Taxation replied that it will continue to do a good job in policy implementation, ensure that eligible enterprises should enjoy preferential policies, and will work with relevant departments to guide local governments to implement policies, actively connect and provide services, so that more eligible enterprises can enjoy policy support and help enterprises overcome difficulties. Next, the State Administration of Taxation will actively cooperate with the Ministry of Finance to coordinate and study tax preferential policies to support employment.

In response to Shen Guojun's proposal to strengthen the construction of national emergency capacity and timely establish emergency rescue forces, the Ministry of Emergency Management replied that it will strengthen top-level design, scientifically coordinate planning, systematically promote and accelerate the construction of an emergency management system with Chinese characteristics based on the opinions raised. At the same time, relevant departments will further improve social forces and market participation mechanisms, encourage and support social forces to participate in normal disaster reduction, emergency rescue, transitional resettlement, recovery and reconstruction work in all aspects, strengthen the role of insurance and other market mechanisms in risk prevention, loss compensation, recovery and reconstruction, and build a multi-faceted social disaster prevention, reduction and relief pattern.

Since serving as a member of the National Committee of the Chinese People's Political Consultative Conference, Shen Guojun has always kept in mind his responsibilities and actively fulfilled his duties. He has closely submitted proposals around the central work of the Party and the government, provided suggestions and recommendations for national development and reform and social stability, and provided reference for government decision-making. He has submitted proposals to the Chinese People's Political Consultative Conference for several consecutive years on issues related to economic and social development, the development of small and medium-sized enterprises, and ecological environment protection. At the 2019 Two Sessions, the proposal submitted by member Shen Guojun attracted the attention and discussion of the media and relevant departments. Among them, the Proposal on Increasing the Reduction and Exemption of Property Tax for Operating Properties has been adopted by the Central Committee of the Zhigong Party and the United Front Work Department of the Central Committee; The proposal on strengthening the construction of natural resource ecological protection servitude rights has been highly recognized by the Ministry of Natural Resources.
